Initially, the Internet was used to talk with persons over great distances and to find information that was unavailable at the local library. In this way, the Internet has been compared to an information superhighway. As commercial interest and investment took place, this superhighway became jammed with problems. Today, normal users of the Internet have to constantly battle electronic commerce fraud. The institutions in place to deal with these crimes are not developed well enough to provide efficient enforcement. However, to fill in the gap, enforcement exists in the form of automated observation which infringes on our privacy. Just like a real highway, the Internet has problems with e-commerce crime, regulation, and surveillance.
