Conclusion

Peter Lilley, a digital crime expert, believes that, "the key factor in relation to digital surveillance is not presently what crime can be prevented through its use, but what step you can take to prevent ... [yourself from] becoming a victim" (Lilley 131). Lilley goes on to say that ironically, most organized criminals leave a minimal trail and that surveillance fails to provide intelligence of upcoming attacks. Surprisingly, self-regulation has solved most e-commerce consumer related problems because customers can talk directly to their ISP’s, who in turn talk directly to other ISP’s, who in turn talk directly to their users. Users also interface with each other and through mediators like SquareTrade if necessary. When worst comes to worst, only law enforcement agencies such as the police and FBI are able to make arrests. Therefore, it is imperative for larger organizations similar to the IFCC to interface with governmental agencies around the world. The Internet community can not let those individuals who feel so powerful to get away with crime from lack of regulation.
