The United States Government runs a program called Carnivore, which can intercept and collect all digital communications that the FBI has legal right to intercept (Lilley 135). Carnivore pales in comparison to British regulations that "allows [police] authorities to monitor e-mail and Internet traffic" (Lilley 135) regardless of probable cause. Nothing is truly safe or secure and most of user’s information is subject to Government procurement.
Advertising agencies take advantage of cookies and are a greater threat to online surveillance and privacy than regular businesses that utilize cookies (Lilley 134). When you view a banner, it is possible that the business displaying that banner, in exchange for profit, will be required by the advertising company to set and retrieve cookies for them. When an advertising company can place these types of banners over a vast number of websites, they can collect virtually everyone’s interests, habits, and lifestyle.
